Mindy’s expertise in implementing legislative priorities, collaborative advocacy, grassroots campaign strategy, and management is extensive. Her many accomplishments include leading teams that secured passage of significant eminent domain legislation; secured funding for the “Big Cities Mayor’s Initiative” to reduce homelessness and fund job training and placement programs; secured unanimous passage of telecommunications deregulation; secured passage of legislation that provided for designation of 16 unique reservoir sites and establishment of the Water Infrastructure Fund; and she directed a team whose work led to the creation of two new state agency programs to encourage public/private community collaborative for mental health and moving the homeless into the workforce.
In addition, Mindy secured passage of diesel tax legislation resulting in annual savings of approximately $10 million for manufacturer clients, and she obtained passage of tort legislation resulting in significant curtailment of contingency lawsuits brought against manufacturers.

Mindy began her career inside the Texas Capitol, working for the Governor’s Office and in both the Texas House and Senate. She launched her lobby career at the Texas Dental Association, then moved to Bracewell & Giuliani, LLP. Mindy is a member of the Texas Taxpayers and Research Association – Lobby Committee; Chancellor’s Council, University of Texas System; National Association of Realtors; Texas Association of Realtors; Austin Board of Realtors; Licensed Texas Real Estate Agent; HUB Certified
Ms. Ellmer is a proud graduate of the University of Texas. She is president of the ZACH Theatre Board of Trustees executive committee, a member of the Fort Worth Chamber of Commerce and the Downtown Austin Alliance, and is an active volunteer and supporter of many other local civic and non-profit organizations in Austin.
